Playability: 2
It's hard to judge playability in a scenario with no gameplay. This is a very rough recreation of the Battle of Hoth which ultimately boils down to a swarm of Imperial and Rebel units fighting on snow terrain.

A few moments after the game begins, a comically massive number of AT-ATs (all of which are curiously the hero unit Blizzard 5), swarm the rebels' puny line of Repeater Troopers and Airspeeders. Then you just sort of wait until the Ion Cannon is eventually destroyed. Or you could delete it yourself and end the scenario instantly.

The triggering is almost non-existent. It's funny to the point where there aren't even restrictions in place to ensure that characters like Leia, Han, and Vader don't casually wander into the battle and get killed.

It's been a while, but I certainly don't remember dozens of TIE Defenders, Dark Troopers, and several hundred AT-ATs being present at the battle...
==========

Balance: 2
Even though the scenario is meant to be cinematic, you have units on the field, and can actually lose if the ludicrous number of Imperials actually manage to kill them.
==========

Creativity: 2
Basing the scenario on arguably one of the best battles of the Original Trilogy isn't a bad idea, but the execution leaves a lot to be desired. Very rudimentary triggering, ludicrous amounts of units, and no real entertainment value at all make this scenario very dull.
==========

Map Design: 2
The area you are meant to see is a pretty basic interpretation of Echo Base. There's a trench, turrets, some buildings, and an Ion Cannon. Pretty acceptable, but if you pay close attention you'll spot a big problem. As the various units scramble around the battlefield, you discover that the entire surrounding area consists of a large blank slate of Grass 1.

Normally you don't judge non-accessible areas in a scenario, but the fact that a single non-controllable unit wandering out of place can break the entire illusion warrants a complaint.
==========

Story/Instructions: 1
There is no History, Intelligence, or instructions of any sort aside from a line telling you not to touch anything. The scenario itself has no dialog or care for being even remotely accurate to its source material.
==========

Additional Comments:
There are far better interpretations of the Battle of Hoth out there.
