Playability: 2
This is about as basic as a map can be. Simplicity isn't always a bad thing, but this scenario has quite a few issues that prevent it from being interesting in any real way.

Each of the four players starts off on a small space platform with very limited resource stockpiles. There is a larger, central platform that has a bigger stockpile of resources that players are expected to battle over. It sounds fun in theory, but there are a number of problems.

I. Each player starts with '0' of every resource. This means you will spend the first 10-15 minutes scavenging together enough Carbon to build an animal nursery and farms, and simply waiting until you can actually build a proper starting base.

II. If you capture the center, you win. Period. Your starting location does not contain nearly enough resources to sustain a prolonged fight, so the entire game will likely consist of one or two major skirmishes, followed by simply hunting down the remainders of the enemy.

III. Even if you do capture the central platform with little to no resistance, there are not nearly enough resources to create a sizable force. You will eventually be reduced to building massive amounts of farms and selling off your excess food to stay afloat.

Balance: 2
If this was played in multiplayer I could see there being some challenge - and maybe fun - in it. Every player starts off on equal footing with pretty much the same chance of success.

However, since it's intended as a singleplayer game, as evident by the section it was uploaded in, I have to score it as such. In singleplayer, it simply doesn't work. The AI just doesn't know how to deal with its limited terrain, so it's really all just a matter of building up, and then tossing a bunch of bombers at the enemy until they resign.

Creativity: 2
If the execution was a bit better this could have been a pretty fun and challenging scenario, but the numerous issues outlined above make it hard to praise whatever good ideas may have been in place during the maps' creation.

Map Design: 1
The map consists of 5 flat slabs of metal surrounded by Space Walls and littered with resource stockpiles. The rest is empty space. Simple isn't always bad, and I think that - again - had the gameplay been better, the minimalist map design could be acceptable.

A minor gripe amidst everything else: If you are playing while allied with another player, trading via Cargo Hovercrafts is impossible, as there are no breaks in the Space Walls for said crafts to travel through.

Story/Instructions: 1
Nada. There is no briefing of any sort present in this scenario. Not that you really need one anyway.

Additional Comments:
Good idea, very poor implementation. I think having a decent amount of starting resources, and more islands with larger resource deposits would have gone a long way in making this scenario more enjoyable. Luckily, this is in .scx form, so users can edit the map themselves and see it they can manage to come up with something that functions well.
