I know there is trigger studio and campaign manager to extract scenarios, in order to extract ai files.

I seem to be missing this one particular per file; ge7-population.

by naming convention it should be in the empire mission 7, but it is not. a few per files load this, like defensive and defensive-no-scout.

If I change the referring line to just population.per, it gives a invalid identifier TL1 trooper error instead,

Either way the ai player having the error would send its units all over the map and not build.

So where do I find that offending file or anyone has a full collection of all campaign ai files?

Here you go. These are all AI scripts used by original GB campaign scenarios (CC is not included)
